Blockbuster has two months of its Blockbuster Total Access - 1 Disc at a Time Plan for $9.98. After that, it's $9.99 per month. Includes games and Blu-ray rentals and select new releases before Netflix and Redbox. Netflix charges an extra buck for Blu-ray.
The service is super slow. It took more than 2 days for them to process the disc exchange then another 2 days to ship out. You would be lucky if you can watch 4 rentals in one month.
Dish Network is just mining email addresses before it shutters the remaining Blockbuster stores. They have a lousy online inventory. Usually about 3-4 days shipping times. If you have a store nearby exchanging the mailers isn't to bad for new releases which are usually not available online.
