I got a few of these awhile back to work on computers while the power is connected but the machine is off. I paid like $5 a bit back... wish I had seen this deal then!

#2 - Yes. These type lights add stress to the USB port if using on your laptop. I only use mine for travel purposes now. But I have a perfectly great model on it's own base (and with a fan on another neck) that I use at home. It does draw more power when using the fan, but has separate on/off switches.
#3 - The power you have available when a laptop is on/off at the USB port is a function of your specific model of laptop. For example, my laptop (Samsung R580) has two of four USB ports that are powered on even if the laptop is turned off. The other two ports power down when the laptop is not in an active state.
Not a good design- leave a lot of stress on your USB port. I will pass.
