Lowes has the Hitachi G12SR3 4-1/2" Corded Angle Grinder on sale for $40 with free in-store pickup or $6 shipping to home. Features 6-amp 700-watt motor, weighs only 3lbs, and includes carrying case and five abrasive discs. Amazon also has it for the same price (currently backordered).
Poor review for this Hitachi unit. ( complain of bad quality)
^ I wouldn't put too much stock in the poor reviews. One of them was a username "stoner" who expected to use a $40 light duty grinder to cut a patio. WTF?
Next reviewer calls himself "Toolguy 87" and expected a $40 grinder to last more than 2.5 continuous hours grinding concrete. Bet it got concrete dust inside, you have to watch out for that when grinding brick or concrete, etc. no matter how high end a grinder you use, and either replace it or strip and clean it out per dust level present, not just based on an hourly use interval or else it will chew up the bearings and wear away the brushes and commutator.
Light duty ~ 4" grinders are meant for intermittent use not sawing an interstate highway in half.
For the same amount of $$ I would rather get PORTER-CABLE 4" 7-Amp Trigger Switch Corded Angle Grinder ( also @ lowes). Better brand, better review and @ same price
You can also get it at Amazon ( same price but so so review there )- maybe you can save some Tax
Please note : The $39.99 for porter cable is daily regular price - not really a killing deal price.

However like #2 mentioned- don't expect the $40 light duty grinder with pro quality /durability ...
Look guys, it is absolutely no use to buy this to remove that wheel clamp.
Get this one instead:

It might depend on the use. If you'll always be working with it out in the open and it's the only angle grinder you plan to own, I'd also pick the Porter Cable model you linked instead.
However the Hitachi looks like it's significantly shorter and while that causes some loss of control, it also allows it to fit in tighter spaces so since I already own a larger angle grinder, I'd prefer the hitachi for the smaller size (or go with an air grinder instead).
#5 If you do need to work in tight spaces, air grinder will be your best bet...
