Start up on consumer grade small 2 strokes did get more difficult with the introduction of CARB compliant engines but the startup procedure shouldn't be too difficult, it's generally just pushing a priming bulb _fully_ 3 to 5 times, putting the choke on full, then if it doesn't start after a few good pulls (less than 5), move the choke to half until it starts running then slide it to no choke.
Biggest issue I usually see with people trying to start them is that they push the primer bulb too fast and/or not down all the way so they aren't priming the engine very much until they start pulling the cord. That is, unless it's out of adjustment or has a carb clog.
i purchased one of these from lowes for $115 about 5-6 years ago. still have it and use it about 2 times a year. it starts fairly easy after about 4-5 presses of the priming bulb and setting on full choke. cuts up to about 1/4th inch thick branch. the anti vibration mechanism is great.
Just reset (open) the 2 carb screws and that'll usually fix most hard starting on these 2 strokes.
Thats the problem, they have made them to where you either need a special tool or can't adjust them at all. Gone are the days where you could run the screws in and out with a screwdriver to squeeze out the snot in there.
I had one of these, got so pissed at it. I just threw it away.
