If you have 400-430-450w psu then this card is a fail in my book.
400W sure probably not... but a decent Corsair 430W would be good for even if you're on some i5 6500/FX8350. If on i3 a 430W is not even pushing it.

Depends on the quality of the PSU. Some very good 400W PSU would handle this fine in an otherwise same cost-tier built system, though people on a budget would tend to buy the value grade PSUs which means you're better off ing for a 500W for good long(er) term lifespan.
I got the Corsair 430W running the FX8350 and it runs fine. currently I using GeForce GT 740 was going to upgrade to this. Too bad is was sold out, Nice card and fit my bill.
As to a 380 4Gb or a 960 in regard to power draw they weren't all that different in real world gaming. Sure a 380 is slightly less frugal, but then seeing it lead in FPS the roughly 15% in power behooves the increase... All is not wrong in the world.

Requires 500w recommended
I've ran Gtx 960 and 1050s on 400w psus.
But if you got a good 500w or better it's a good deal.
I'd probably try to find 290 or 390
Or Gtx 770/780 at that point.
