A 3" speker is not a woofer. It's not even a mid-range, except in a copywriter's wet dream. It's a tweeter. That makes two tweeters in one box.

A 3" driver can be an acceptable midrange providing it has a surround that allows enough travel. It's not ideal, but I mean acceptable within the context of deliberately small and/or inexpensive speakers.
