You'd probably be buying two sticks then why not this...
    Kingston HyperX Red 8GB (2x4Gb) DDR3 1600 = $30 after $10 code BLKNVMW30

Although this Samsung stuff timing is CL11 with a voltage of 1.35V, so you can set the clock to where you want fairly easy and it is lower height stuff; the Red is CL9 and 1.65V.

The Samsung memory is better and cheaper. It will run at CL9 at 1.5V or below. Why would you want 1.65V RAM?

It's not cheaper you get one 4Gb stick for $15 (not much good) or two 4Gb sticks for $30...
While I did point to the fact that the RED it is 1.65V stuff, and yes not sure why Kingston is doing that voltage is it XMP related? It's basically that RED modules are entry level consumers and mainstream DDR3 market in other words not for enthusiasts and overclockers.

So yes if you want a lower height ram that's good for tweaking setting this is fun stuff... Want to plug it in and not mess with it RED will do fine. Me I like 1.5V stuff

I'll take lower voltage RAM anyday. 1.65V stuff doesn't work well with all motherboards.

The RED is old production, that's why it requires 1.65V (overvoltage) to run at DDR3-1600. If you plug it into most motherboards, it will run at DDR3-1333 by default.

Anyone picking this up will have obsolete (tiny) 1g sticks in just 2 years. Seriously, when 8g (2x4g) kits are $30, why get this? HTPC? There are plenty of people with too much of the old 512 or 256 sticks that are useless.

#8, one reason is if you don't want to use Win8 and want super quick power-up times you can hibernate instead of full boot (with an SSD or without) and come near cutting power-up time in half going with half the memory. With an SSD and a mobo with a fast BIOS initialization it is almost instant-on.

A HTPC doesn't need anywhere near 2GB let alone 4GB, unless by HTPC you mean it'll be used for significant multitasking along with gaming, not just HTPC use. Today the main memory requirement for a smooth running HTPC is which OS you pick for it.

Back in the day I had a WinXP MCE HTPC which started it's tour of duty with 256MB then eventually ended up with 2 x 512MB = 1GB only because I had spare memory going to waste. Even then it was CPU bound rather than memory.

Having written all that, the primary attraction for this is the low profile. if you want to build a uATX box or have a huge CPU heatsink nearby this may be just what you're looking for.
