Staples has the Samsung CLP-620ND Color Laser Printer for $200 with free shipping. Features built-in duplex printing, 256MB memory, ethernet connectivity, and prints up to 21ppm (color) with 9600 x 600 max dpi.
I have one of these. I'm quite happy with it. It has a couple of problems: thick stock jams constantly and the manual mode is a joke, so envelopes are out and you have to put special colored paper in the main hopper. However, the cheapest price I could find for toner replacement was $238. So, unfortunately, it is cheaper to replace the printer than to replace the toner.
The printer comes with starter toner cartridges which are ~half full. So your comparison is incorrect. To get the equivalent amount of toner, you will need two printers which will cost $398.
If I were to buy the standard cartridges (which the printer comes with), I would have to pay $360 plus shipping. The high yield cartridges cost $688. I bought the "compatible" cartridges and don't know yet how they work or last. I've had a lot of bad luck with "compatible" cartridges in the past, but I couldn't stomach the price for the genuine cartridges. So for many people, my comparison is correct.

This printer's carts use microchips so you can't just refill them with bulk toner but you can buy refill kits that include the chips.
