#4, I have a no-interest deal going with Home Depot. On the monthly statement I just received it says in big print:
"Please note: Due to new regulatory mandates, our promotional offers for purchases over $299 must change. STarting February 22, 2010, any eligible purchases posted to your account will require a minimum monthly payment."
#4, like #10 said, that is a minimum monthly payment, NOT a fee
