My wife uses one of these when she goes running. They're more consistent that the ones built into her treadmill. Don't know how accurate it is though as there's really nothing to compare it to while running unless you're gonna try to run and count your heart beats at the same time.

find your max heart rate by subtracting 220 by your age, this is where you can determine your target heart rate.
