So, what say you? Can I build a similar system cheaper with OS and monitor or is this a good deal?

You can build it cheaper with an atom, tiny hd, linux and 15" monitor. It would be similar in that it would display stuff and suck power from an outlet. It's not a great deal, but its certainly not a bad deal.
