I have used zipzoomfly for rebates and got them quickly. I have no idea about the ebillme.

I bought this HD a little over a week ago from Newegg in a combo deal with Acronis true image for $89.99 no rebate. So far it's a great harddrive. The combo with Acronis was a better deal than this and no rebate hassle. If you do need Acronis you can still get the deal for $99.99. There was a promo code for 10% off but I don't think it works anymore.
