You can download SF4 from steam for 39.99. They need to stop posting that newegg promo here.
#3 - No. You need a stick to enjoy/learn/love the game fully. I suggest TE fightstick made my Madcatz. Priced at around 150, it's the best stick I've used.

I use the 360 controller on my PC to play the game and it works fine. It's nice because you can use the stick to move and pull off the special moves. If you're really into the game and know how to really pull off all the moves then sure spend $150+ on a "arcade" stick. But for me I'm happy with what I'm using.
I also have a Saitek P880 gamepad and it works great with the game as well. The P880 has 6 buttons which is handy, because with the 360 pad you have to use the trigger/bumper buttons which take a little getting used to. It's great having two pads because I can play with a friend on my PC.
Man does this game look sweet at 1680x1050 with 4x AA. Runs at a steady 59 fps. Great game and it's really nice to have it finally on the PC.

single player X-Arcade Joystick use to be $50 at fry's. But i don't think they sell them anymore. $130 for 2player online at xgaming.com

Yes they definitely did a phenomenal job porting this over. I play with wireless 360 controllers too and it really is a pleasant experience.

man only 20 bucks for ps3. maybe I should check out more reviews on gameplay and such before buying. also i wonder if my amd athlon dual core 2.2 is good enough to run high settings.

the ps3 version is limited to 1280x720 with no anti-aliasing. The PC version is hands down better overall since you can play it with existing hardware or upgrade later on if needed.
The PC version is not a port since the arcade is PC based.
It will work fine with basically any PC controller. I use a mixture of pc controllers from 1998 through modern. I also have a ps2/gamecube/xbox controller converter which works great. Game performs very well on basically all hardware (though settings may need to be tweaked for some).
