It's a cheapie, at least its better then those GMC yukon bikes on bensbargains or any target bike. I'd get it 'cuz it's decent for roaming around the neighborhood or a commuter that you can jump curbs or large potholes..
7spd is ancient on a mountain bike (early 1990's). 9 speed are the standard now. i wouldn't get it because it uses an ancient headset and quill stem system.
It's up to your budget..

Actually #2, the Forge bikes at Target are from a little to significantly better than this, no contest. They ought to be though, costing about $390.

Maybe you meant any walmart bike, but the Schwinns and Mongooses at walmart are roughly the same quality, though the better ones cost more due to this presently being discounted yet many have aluminum frames.
It's not a 7 speed, it's a 7 speed cassette meaning 21 speeds which is plenty for the uses the bike is otherwise intended for except the gear ratio is too low for good/fast on-road use except for a kid, someone young enough to have barely grown into the size bike they pick.
Granted 9 speed cassettes are on better bikes but it's the overall quality of the cassette more than # of speeds that matters and you just won't find a good balance of quality components on a $200 bike.
The durability of a steel frame is good for curb-hopping, but the weight won't be. It really isn't suited for more than rough roads and light trails, not an urban warrior bike replacement. At least the tires are better suited to on-road use than some of the dumber choices on cheap bikes where they give you an aggressive mountain tread when the bike isn't otherwise capable of aggressive mountain use.
