Has anyone ever used one of these? How do they work... and how well do they work? Is it one of those things that you plug in and then it will recharge your phone in 15 minutes? Or do you have to leave it plugged in to work your phone?

Yes...

I have one and like it-it's a good alternative to the very pricey other brands. One nice part is that it charges via the usual iPod/iPhone charger, so you don't have to carry anything extra such as an adapter or extra charger. It will do one full recharge plus a half recharge on a dead iPhone. It takes the same amount of time to charge a iPhone as the Apple charger-the iPhone/iPod controls the charge rate.
