Friction brake? Just use your foot brake. Or your hand brake if you're thick skinned.

I wonder if you could 1:1 drive this from a 49cc 2 cycle engine... provided you manually get it above stall speed. Tires too wimpy for that kind of speed potential though unless it's only used on fresh asphalt.
