This seems like it's meant for an emergency preparedness kit or something for power outages, storms, etc. But yet it's camouflage to make it harder to find.

buy.com actually ripped these off from the army and are now selling them. Don't be shocked when they get arrested. That means shipping of all items will take even longer than usual during the trial/hearing.
