#1 If you're a gamer then the answer is none. But then a gamer would never click on a link for a HD 3650 card so the point is moot.

Yep what #2 & 4 said, #1 what's the down side?
Its’ been this price a lot and yes provides good bump in 3d performance (I didn’t say gaming) over older IGS. Take into account its’ low power consumption (no PSU upgrade), while provides good memory bandwidth due the 128-Bit interface. This is par with 9500GT DD2 offering how many of those are $20? The downside with this is the fan/cooler is passable at best, not a solution for a 24/7 machine. Check the History there's a ton of post regarding this card.

Zelman doesn't show this will fit a 3650, but I'm sure if there's a will there's a way.
This FS-V7 2-Ball VGA Cooler is all copper, red led fan, a speed control harness, and memory H/S's... for $10.49; although $7 for shipping.
It might be worth trimming fins or whatever to get it to fit. Honestly I bet it would bolt right up and permit you to get this OC'd to 750Mhz+ without an issue. And still run cool... while that all red scheme would look hot!

Then again if you don't care that you won't get 7.1 HD Audio output over the HDMI port/cable... (In the case of this 3650 you'll need source the proper DVI/HDMI adapter.)
