The one from Harbor Freight has one of those wacky LCD battery meters powered by a coin cell battery so the LCD display doesn't draw current from the battery you are testing.

Running the meter in the gadget is a load. Poor batteries will fade quickly.

A multimeter will be more useful, as the NiMH rechargeables are commonly used nowadays.
