Months after foreign students claimed they were exploited while working at a Hershey Co. distribution center, federal officials on Tuesday issued citations and possible fines of nearly $300,000.

The S Labor Departments Occupational Safety and Health Administration cited Exel Inc. for nine workplace safety and health violations and proposed fines of $291,000 against the company.
Ohio-based Exel, which runs the distribution center for The Hershey Co., said it will appeal.
^ but isn't it better to import workers for american sites than to export jobs to foreign sites where their workplace may be even worse?
