Read some reviews and it seems this is a nice all in one setup for the novice but would it really make less noise than my 120mm air solution?

There is one reason to buy this, if you're running a 120W+ CPU (overclocked or not) and want to retain a bit lower RPM from a 120mm fan. It does not have the capacity for extreme overclocking, nor would it be quiet if trying to do so while maintaining good temps, BUT if you had a case with ample fans already and decent positive case pressurization there is the possibility of not using it's fan at all, but in that case effectiveness is reduced down near where it would be with an air-cooler wearing a low enough RPM fan you can't hear it outside the case.
Fortunately it's priced right, if you find you are underwhelmed it is not as though you had to sell your first born to get it.

#1 and #4 are tools, this is a sealed system and it's maintenance free.
It's no louder than a regular fan because although it runs at a slower RPM, the pump does make a little bit of noise.
