Using the same circuit a stun gun is more likely to deliver a higher voltage if it nearly touches bare skin because it doesn't have the impedance of the wires.
However, it depends on the situation. Hand to hand it might be easier to touch bare skin in the winter with the stun gun than to shoot the taser darts through outer clothing till they get close enough to skin to arc the gap, and if the darts do hit skin you typically have a larger path for the current so it effects the body more, assuming you were standing a few feet away so you get some spread between the darts.
On the other hand, odds are slim you'd find the exact same circuit in a stun gun so it is apples/oranges. When in doubt, use both.
