2 pack? Why would anyone need more then one of these at a time? I guess if you need to plug in two different PATA devices simultaneously.

I agree with #1--not something you'd usually use in pairs, plus I don't think the single USB port plug will power a 3.5" drive, right?
Like most of these devices, it comes with an AC adaptor to support 3.5" drives as well as some old school 40 gigs 2.5" drive that uses more power than a single USB port.
You can use the second one when the first one fails.
