SAE 400-series stainless [commonly called "muffler steel"] will rust in harsh conditions or when exposed to a galvanic corrosion type condition. SAE 300-series stainless is the good stuff and does not rust under ordinary conditions. As a rule a magnet will stick to 400, but not 300, unless the 300 is heat-treated to spring temper or higher. So if a magnet sticks to your wastebasket and it isn't really really hard and springy, it's probably 400-series.
