    this would work perfectly for in between my TV tuners which get ridiculously hot. Too bad i have no specs on these like noise and air flow

    Not sure how their "special blade" design effects noise levels but being 0.15A fans if they are equivalent to regular axial fans that would be roughly 2000 RPM, moderate airflow and noise level you can hear a little outside the case.

    Actually I mean 2000 RPM if there wasn't partial obstruction from the grate on the intake and exhaust.

    They'd work better if you popped off or cut out the plastic grill on them and the more likely reason you'd need to replace one is bearing failure, odds are high they use cheap sleeve bearings which do not hold up well in horizontal orientations unless periodically relubed, if/when possible... some cheap fans now have to lube plug to save a couple cents in manufacturing cost.

    A quieter way to improve cooling inbetween slots is to use a higher flow rate main exhaust fan and leave the slot-bracket cover that you would've removed to install this, off the system so there is passive air intake. It won't move as much air as these would but a card that is only borderline ok with passive cooling (or else its own fan and heatsink should have done ok by themselves) will usually get enough of a benefit from that passive intake, else the other effective low noise option is a larger low RPM fan put adjacent the card in the case sidel panel.

    The only good use I would have for these blowers is to pop the connector pins and swap gnd with 5V so the fan is running at 7V instead of 12V in an airflow limited case like one of those old small form factors that barely have any airflow except for a half-blocked CPU exhaust and a tiny proprietary PSU's fan.
