After trying out several of these portable power packs, I found out that you need something that would output 5V 2.1A get to an iPad to 'charge' (actually have its battery indicator show that it is charging) . Single review on Meritline says that this will charge an iPad, reviewer failed to mention that it will only trickle charge an iPad. If you plan on using for any other device besides an iPad, this might work for you.
^ So you're saying that you can't get an iPad to charge from a computer either, since that would be only 5V, 0.5A? I'm suspecting that you may just have a poorly regulated charger that isn't really capable of a clean 0.5A @ 5.0V output. There is nothing that charges over USB that actually needs more than a clean 0.5A @ 5V.
The only way I've gotten an iPad to charge over a PC's USB has been with the Asus app. The iPad requires 2.1 amps to receive a proper charge, this is why iPhone chargers only provide it with a trickle charge. The iPad will say "not charging" with anything under 2.1 amps, and I haven't seen a laptop capable of providing a regular charge.
Most tablets require around 2 amps to charge this is why they require more powerful power bricks than mp3 players and phones.
The iPad needs to draw 2A to charge or it's not happy. It won't charge of a 500mA USB port. I've also never seen a USB wall charger that could charge an iPad except for the one that came with it...
I might get this and use it on my Android phone when I'm running the GPS tracker Endomondo. It's a real battery hog and my phone does not usually survive more than a 2 hour bike ride...

Hmm, so it just uses a USB shaped connector, not USB compliant electrically.
