doesn't seem to work on gift cards for me. it accepts the coupon code but i make it all the way to 'place order' without the subtotal being affected by the promotion.

#13, it worked on gift cards last time, although they charged close to $10 for shipping if I remember correctly. The catch was you had to buy the $50 gift card (two $25 cards wouldn't work) and they only had a small variety of cards to choose from in the $50 range.
Regardless, we don't shop at New York & Co, so $35 for a $50 gift card would be a waste of $35.
