Actually #2, these days both scanners and printers have code in their drivers to detect certain counterfeiting (images). One bit of irony I find is that after the US paper currency changed, people found it less familiar and maybe even easier to counterfeit because of that (not that I have, just speculation since paper currency had been the same for so long).
