If it was a change then it was at least a month or so ago. I bought a $25 payless card from them for $21 last time this deal was up. Card shipped free and arrived about 4 days after I ordered. Far as I can tell, it's a good service if you need a gift card. Just have to check back frequently if you want a card from a popular store as they sell out quickly.
used it twice and shipping was always free. took about a week to get the card though.

I'm not sure why anyone would mess with this instead of just using Bing Cash Back. Currently Home Depot is at 10%.

BCB is online only - so, in most cases you have to pay for shipping and wait a week for delivery and a couple months for cashback.
GC you can use in store - no shipping, no waiting.
BTW: you can use GC online combining with BCB
