What's the recycling fee for? Are you paying in advance for when the panels break or go bad and you have to recycle them?

Maybe it is to pay for these and all other non ATSC compliant units that will go in the landfill... because you'll need ATSC on the road come 2009, right? (sorry, stole this joke from flip down unit comment!)
