You've got to spend more than 6,500 per year... which is not really difficult to achieve.
1 Your Rebate is awarded annually for each Rebate Year (12 consecutive billing periods). Rebate percentages for each Rebate Year are as follows:

Year to Date Purchases Cash Back on Everyday Purchases* Cash Back on All Other Purchases
    $0 - $6,500 1.0% 0.5%
    $6,500.01 or more 5.0% 1.5%

*"Everyday Purchases" are Eligible Purchases made at S supermarkets, gas stations and drugstores, in each case that are not departments of superstores or warehouse clubs. "Eligible Purchases" are charges to your account for goods or services that have not been returned or otherwise credited to your account. Eligible Purchases do not include Finance Charges, fees, Cash Advances or other means of accessing your account, convenience checks, Balance Transfers, or the purchase of American Express® Travelers Cheques and American Express® Gift Cheques or other cash equivalents. Additional terms and conditions apply.

You can get a Chase MasterCard (or others) with a full 5% back at supermarkets, drug stores, and gas stations regardless of how much you spend. Then use this AmEx to get 0.5% - 1.5% back at other places.

To clarify what the first guy pointed out, even if you spend $6,500+, you still only get 1% and 0.5% back on the first $6,500. Hitting that threshold doesn't instantly convert all of your cash back to 5%/1.5%, just the part above $6,500.

    In other words, if you spend $13,000 then you'd average 3% ((1 + 5) / 2) back on those three "everyday" purchase categories and 1% ((.5 + 1.5) / 2) back on everything else.
