maybe because cities and counties get to decide if they are dry or not? Maybe the other 48 states, it is they are either wet or dry?
Or it could be that texas and cali has laws that say no buying beer (or anything that involves alcohol) over the net or interstate purchasing since its hard to verify your actual age over the net? probably that one.
