Are these better cameras then the xsi's? I don't see anything in the specs regarding image stabilization, is that built into the lens?

Not better. It's a slightly dumbed-down version of the XSi. It's also the cheapest current model Canon DSLR.
Canon only uses in-lens stabilization. There is nothing in the camera body. In-body stabilization and focus motors add weight and bulk to the DSLR body. This is the lightest Canon DSLR if that is important to you.
