#4 - A good place to check is the Crucial's Memory Advisor™ tool on their site.

I checked and the results shows that a Dimension 4700 can use up to DDR2 PC2-6400.

10 - Meh, for $19, it's not bad. Sometimes you can pull in the CAS latency if you really want 4-4-4 (you just have to get lucky and end up with extra-stable sticks), but I doubt the difference will be that noticeable.

extra lucky? just get the corsair thats going for $25 ar right now (xms cas5) or wait for the ballistix. I think these are the old chips, the not so great ones the default voltage is 2.1v. At 2.1v you better be getting 4's across the board.
