It can connect to Skype directly, but I think you need a PC to charge it, and maybe setup initially, I think. My old man has one of these and he likes it. The ringer isn't nearly as loud as I would like...but it gets the job done.

Doesn't need anything but a WiFi cloud. Can't connect if the user has to go through some sort of authentication screen.

No PC required. Logs you in to your Skype account, shows your balance, and I believe you can even add to your balance if needed, right from the phone.
I used this in Spain a couple of years ago... walking down the street in Cadiz and Barcelona, finding the occasional free hotspot, I was able to call the states for pennies. Far cheaper than on the cruise ship (Disney). I even scored points with Belle and Mulan (the cast members that I ran into on my walkabout) and let them make phonecalls! My kids got great treatment during the rest of the cruise!
Uses a standard mini USB port so any USB charger is all you need.
