Lightroom is a great tool for digital photographers. Different workflow and concept for photos than Photoshop but PS can use different formats, and do things (layers and blending, and many more things beyond photos) than LR, but they're really two different programs. If you're a photographer you might only need Lightroom. Adobe has a trial of LR2 beta of LR3. If you're rich or do it for a living then buy both.

I would say this is THE BEST tool I have used to help and "develop" digital photos. I would use this over photoshop in a heartbeat.

You can easily make collections, apply image correction settings to individual or groups of pictures, and then publish them to a website all using this tool.

#3 is right ONLY if you do not do extensive manipulations to your images. The biggest shortcoming of LR (which makes it useless to me) is that you cannot correct for perspective distortion such as keystoning (you can straighten horizons and correct simple barrel distortion, but that's it).

#4: it's much, much more than Picasa and handles raw files much better (with much more precision and control). But it's not as easy to use. So it's your call if this is the right one for you. I use both to a certain extent. Sometimes to do something for the web Picasa is faster, but that may be because I have used it longer.
This is good software at a good price!
