Why it is 19.95 for me?
Well, #1.. Its for one of two reasons.. Either its because no one likes you, or because Ben is wrong again. Then again, it could be both.
Skip this gat a LaCrosse recharger and eneloop batteries and be happy with rechargables that really work.
No need to pay for an exotic charger just to benefit from Eneloops #3, if you want a geek toy then that's a different matter than necessity.
#4 you obviously don't have one or you wouldn't think that way. Yes you don't need a car to get where your going a bike will do. Actually knowing the true capacity of your batteries and being able to condition them are very valuable. A set of batteries is only as good as the worst one. As batteries age their capacity goes down and they don't do it evenly. The LaCrosse charger lets you put together matched sets so you get the max life out of a given set. As with most things in life you get what you pay for.
