PC Power and Cooling....only way to go!
I have 5 or 6 antec earthwatts power supplies and I have had zero problems. Now this one is likely made by delta and not seasonic, however it is 80+ efficient and backed by antec.
Delta makes quality power supplies. I have no reason to think this one would have any problems.
Now one might question why anyone would need a 650w power supply. I have a dual opteron system which draws about 350w ac when run at 100% cpu. Perhaps if I had a few power sucking video cards, I might need 550w ac. Since my power supplies are about 80% efficient, that would be 440w dc. So you can add 20 hard drives, bringing your power usage to around 640w.
I suppose if I had some insanely overclocked system with two sockets and some crazy high power video card, I might need 650w, but unless your system is like that, this is way overkill.
My biggest power supply is an antec 500 ea, and I bought that because it has an 8 pin SSI connector which dual opteron and dual xeon boards need, not for the power.

Haven't you heard about the new Antec Signature PSU? It regulates all of the rails within 1% of their rated voltages even when heavily crossloaded. It has only 13mV ripple max on the 12v rails. The soldering is some of the best I've ever seen on a power supply, and it uses top-notch capacitors, including Rubycon on the primary side.
That power supply is better than a PC Power and Cooling unit, and significantly quieter too.
Anyway, this Antec Earthwatts is a high quality seasonic-made power supply(or possibly Delta, the manufacturer who makes the Antec Signature units, which are better than PC P&C), and seasonic is the same manufacturer that makes some of the PC Power and Cooling power supplies.
The Antec Earthwatts has a quiet fan, and high efficiency. This is a great power supply choice, and not a bad price.

antec PSUs have always worked for me
Lol CompWiz17 doesn't like the price premium of PC Power and Cooling. I think it's worth it though.
