Newegg has the Arctic Accelero Twin Turbo II VGA Cooler for $40 with free shipping. Features two 92mm PWM fans, 35-fin heatsink with 5 copper heatpipes, and a noise level of 0.3 sone. Check out this review.
Absolutely amazing! The reviewer gives this cooler a high rating in spite of the horrendous noise it makes and the fact that it bends the video card. Somebody had to pay him extra for that review.
I owned one of these and it does work, but it is cheaply made junk in my opinion. Over the course of about 2 years I had to replace 3 fans as the bearings went bad. I finally gave up and just zip tied a case fan to the heat exchange of the video card and guess what it worked just as good albeit ugly. I would buy one of these at a $10 or $15 price point but $40 you must be really wealthy with nothing better to spend your money on or the aesthetics are that important to you. I think the only reason they get away with this price point is that there are very few choices available when looking for a drop in solution to your video cards fans dieing.

Looks like something a stripper would wear
