This is a good cooler, but it's not silent. I got a Zalman fanmate 2 and decreased the rpms to about 1800 to get it quieter. My mb doesn't support pwm, unfortunately.
I have this and it keeps my computer very cool. Instructions are a little shady for the after-market cooling noob. It is a little noisy.

This 'sink is a great value. True, it's not silent at full speed, though a board with PWM control or adding your own inline resistor of about 68Ohm, 2W is reasonable. I suspect it'd run too slow at 5V to do much, though in many case board combinations you might even be able to fab a duct you extend from the rear 120mm exhaust fan to the sink and get rid of the 'sink fan altogether.
Given 'sinks like this, I can't see why anyone would be spending $50 on something else unless they're just a mad overclocker desperate for another 100MHz.
Personally I thought the fan bearing could use more lube for best lifespan, and fortunately it has a huge bearing reservoir to accomodate that. Others have reported the fan or fan mounting is a bit fragile, I didn't have any trouble with it but others said theirs broke somehow. It is not set up to use a regular framed replacement fan as the original snaps on but if you had to use a different fan you could strap it on with nylon wire-ties.
Arctic freezer 64 performs fabulously and is silent in my case. This has gone for $20 in the past, but this is still a good price

This HSF is better than the AMD one that came with my X2. Extruded aluminum and no heatpipes.
I would have prefered a standard 92mm fan mount option, but it's good enough. Also, the clip is a little fussy.
I replaced the standard AMD heatpipe CPU cooler that came with my AMD Athlon 64 X2 4400+ with this one, and it works great. I've never had it overheat, and I can't hear it running over the noise of the other fans in my system. According to reviews I've read, this cooler performs very well, cooling better than much more expensive CPU coolers.
