^ This is meant to keep cut herbs fresh, whether from grocery store or grown yourself. With most herbs you harvest a bit at a time when leaves are young so they won't be more than a foot or two tall stalks at most and usually less.
When temperatures get high they bolt, meaning a central stalk that gets very tall to make buds/blooms/seeds. At that point the flavor changes, usually towards bitter and the plant is done serving a useful purpose except to get seeds for the next growing season, or with cilantro or (black) pepper, seeds for cooking too.
