Newegg has Radeon 3450's and 4350's with passive cooling, built-in HDMI ports, and onboard audio(for the HDMI connection) for around $20.

This isn't even as fast as a fanless 7600GS, is it?

#6, the point would be 7600GS doesn't do HD full hardware decoding, either are crap for games. Well that and there aren't any 7600GS being made anymore so it won't be a matter of picking one or the other once all remaining 7600GS stock is gone.

#7, does the 8400GS do full HD hardware decoding? I thought that it was just a super-slow DX10 compliant card that performs worse than a 7600GS in virtually all tasks.

Geforce 7 series was the last generation of their older architecture. The new architecture changed a lot in it's capabilities meaning an 8600GS might be little if any faster than a 7600GS, except it and 8400GS' new architecture implement more HD decoding than the prior generation.

Since 8400GS is below 8600, yes it's slower at most things, but as always we are talking about cards that are more than fast enough for anything 2D, and none of these fast enough for modern 3D games, so any of them will do the same jobs fine and fail on the same jobs, except for HD decoding.

Having written that, I have a GPU capable of full HD decoding and don't feel like being stuck with playback software that supports it, a modern dual core CPU is fast enough for that with some cycles to spare so HD support is meaningless for my uses but if it were one or the other I'd pick today, might as well get the HD acceleration improvement in case more players start supporting it, or even better a card that has that and an HDMI port.

The thing is, these days we might as well just get a motherboard with integrated video as a card like any of these, so long as it has the ports you need which unfortunately some still don't have much beyond an analog one which is sad in this day and age.
