Best Buy has the AT&T GoPhone U2800A No-Contract Mobile Phone, Black for $10 with free shipping. A barebones, quad-band GSM candy-bar feature phone made by Huawei. Here's the CNET review. Hard to believe, but they still make these, thankfully.
To get 10 cents a minute on T-Mobile plan you have to buy a $100 card that last a year, and you don't get bonus gold minutes when you buy hundred dollar cards. ATT let's you get 10 cents a minute with $25 dollar cards... The minutes only last 3 months, but it comes out to the same $100 for the year except you don't need to shell out a hundred dollars all up front.
If you just want a basic phone with more features than this, you can pick up a GSM/AT&T network Tracfone with a year of activation and 600 odd minutes on Amazon ($55) or eBay ($49) (same seller).
This is a triple minutes for life (with rollover minutes) phone, addt'l airtime is 3 x 200, 600 min. for $35 = 6 cents/min, plus any free minutes you add with promo codes floating around the 'net.
The only carrier here that is reliable is V. I've used T-M, etc. and they don't compare to V. U should check out the local coverage where U are before U make a commitment.
atts gophones are cheap, but in the long run t-mobles gold plan is a better deal,
