Yes, the hardware is not high end for 3D, it's roughly equivalent to a Radeon 4670. But they supposedly have drivers optimized for OpenGL and will do a better job of rendering overlapping structures and curves than a standard gaming graphics card. I've used both for 3D modeling and can't tell that much of a difference to be honest, but this is a decent price for that card, though not an incredible deal. You can find this card for about $100 at Amazon.
Probably not much, but I guess it depends on the onboard video. Its main purpose is to render 3D objects on your 2D screen. If you're looking at fine detail on a rendered model, a gaming card might not handle the lines exactly right so that you can't see exactly what you doing (supposedly, again I haven't noted much difference) but these cards should render the model more precisely because of better drivers, etc.
these are suppose to be good for 3d CAD, etc.
