Newegg has the refurbished Bosch 1640VS 5/8-inch Power Handsaw for $60 with free shipping. Features a variable speed 3.5 Amp motor, 2,000-2,800 RPM, high-alloy steel blade, counter-balanced for reduced vibration and a tool-free blade change system.
Be careful - this is sold through Tool King. I bought a refurbished tool from those guys that looked like it was dragged behind a car around the block. I wrote a review to let others know, but it never got posted. It appears the only reviews there are fake.
#3, each company assigns someone (or multiple people depending on rate of reviews) to moderate the reviews. It will depend on the person's own inclinations, beyond what they are directed to do (concerning bad reviews, flaming, obscenities, etc).
I don't know if any of their reviews are fake, but it would be fairly easy to censor bad reviews and let the better ones through without them all (if any) being fake.
Newegg is fairly good about not censoring reviews so long as they seem legitimate, and Amazon seems to let any nutjob post anything so long as it isn't complained about or overly offensive. Some of the Chinese bulk merchant sites seem the worst, about both not posting all the negative reviews and too many meaningless yet similar positive ones... especially when the product is utter crap with the only thing going for it being the low price and the reviewer praises it like it has virtues never before seen on earth.

Thanks
I am always curious of who controls posted reviews. What about Newegg and Amazon reviews? What about web companies in general?
