I could find a use for it... plop in a $20 AR video card and it'd do fine as a HTPC using network storage. You could build something faster for more money but by the time you add the windows license it'll be well over $150, if not before that.

Anyone with a little know how and a solder gun had a dual core 20 years ago.
Yeah a budget desktop in '99 would've had a Celeron 500 or Pentium III 600, somewhere in that range, and it would've cost upwards of $800.
