Only 70% effeciency, and claims a 'green power design' ?? BS
What's it matter #1? If you're buying something like this you better not be asking for high output from it, so the reduction in efficiency isn't all the much power. Lower fan and capacity quality levels tend to be the real problem with most generic brands, keeping in mind that we all got along fine with 70% efficient PSUs for years, and that today's all integrated systems use little if any more power than yesteryears.
For example an AM2 build may use no more average power than a Pentium 3 system did, though back in the Athlon XP and P4 era they did use more than now - except for gaming systems where the video card draws a much larger % power.
