Newegg has the Corsair Carbide Series 300R Mid-Tower Gaming Case for $75 - $15 rebate [Exp 7/30] = $60 with free shipping. Features 7 fan mount locations, USB 3.0, built-in compatibility for SSDs, and is compatible with ATX and mATX motherboards.
there is no place for a fan in front of the HD area, only above. although i guess you could zip tie a fan inside behind the HD area.
^ Remove existing front fan and replace it with a solid panel (piece of cardboard colored black with a marker or paint) then a significant % of the passive intake from the front grill will flow through the HDD bay area. However for best results the system would not only not have fans added to the side panel but also those openings blocked off too.
Personally I think I'd just build with an SSD that doesn't need airflow and have bulk storage on a NAS or fileserver.
^ some want their HDs inside their case. fan + zip ties
