If you like power supplies that make an annoying high pitched whine that's unlivable, by all means waste your money. V1 was superior to V2, when they cheapened the internals. Read up and make a better decision or be dumb and buy a POS.

I'm sure there are varying degrees and versions of this/such issues, based on the huge number being sold, so sure there are complaints. Heck my OCZ 550W modular buzz's at that last second of shut-down, but would R&R for the few times I shut it down, now that I think about I don't think it does it on a restart.
As to buying another PSU (for more) for chancing yours will whine IdK. I use to (back in the early days) always plug my new PSU in and jump the start terminals before I plugged it up to a system. I might recommend that as soon as it shows, like before the rebate is sent. But Corsair is fairly "no-nonsense" about the problem... send it back (yes you pay) and they have no issue replacing it.
It might not be a problem at this point, given the returns, QC and volume of production I venture to say such a problem has been isolated and corrected, but it just takes 5% in a bridge, cap, or other component to come in and cause an issue. That said properly loaded and test to isolate that at/after production should be included to try and weed those out, which I'd hope Corsair had and/or improved on.
Mine don't whine. Over 200 reviews it gets 4/5 eggs, pretty good score for a PSU that costs under $20 after rebate and has active PFC & 80+ efficiency. Reviewers like them too, yet I've not seen any review claiming any whining.
