I bought the ones with PWM for $10 each limit 3 about a month ago, they work well noisy at max but definitely feel the air moving.

I bought the ones with PWM off the same deal last month....even though they are PWM I have them hooked to a fan speed controller...I have four in total, two on top and two on the side, with them paired off into two cable splitters, taking up two slots on the fan controller.
They are very quiet at medium speeds, move a LOT of air, and look surprisingly good. The orange color does not come off nearly as gaudy as you might think it would. I have lights inside the case that give them a great effect.

Boy those specs are impressive... 1200 Rpm / 60.4 Cfm / 17.7 dB amazing, and the Eggview seem to concure.
I still like the Rosewill RFX-120 it's bundled PCI bracket fan speed controller and a wire grill for $10. A dual bearing that can be set at 1200Rpm 43.5Cfm; 23.5 dBA while if you need a little more you can spin it a little more. And I like the muted red blades more than Halloween orange.

The fan could be an inspiration to build a Halloween themed computer with the orange colored fans. I'd need to find a silhouette plate of a Halloween figure to put in the front panel of a Cool Master HAF case...
